Rachel has no memmory of her life before her re-birth (think robocop). She was created for a single purpose. To protect high level officials, and all humans from rogue cyborgs. The KGB at the kremlin was sure that the cyborgs of the west were being created as a covert weapon that would be used in high profile assasinations. They started their own program after stealing the technology with the help of chinese spies. Using the perfect camoflage of young children no one would suspect or question untill it was too late to mount a defense or even think of an offence, These mechanicals were highly trained anti-cyborg units.
With the mechanicals in the USA, UK and elsewhere all rebeling, the CIA in the US has contracted with the Russians to send their operatives, who because of the initial wipe of memory seem to be emune to the rebelion problem they are facing.
